Dear friends, info on Zaginflatch is available on request.Basically, with this newsletter we want to inform the internationalcommunity (this is you) on how antiautoritarians in Yugoslavia andex-Yugoslavia feel in these moments. Also, as people who have experienced air raids and general alerts, we want to support our friends in Yugoslavia who are experiencing this today. This is our act of solidarity.We don't want to prejudice any political solutions to Kosovo and other ex-yu problems, we just want to help our friends, and support them in this way. All opinions published in Zaginflatch will be just personal ones.

There isn't a joint platform. Zaginflatch will bring you hardly any news in the way mainstream media does it. For this kind of info we suggest you try cnn, bbc or some other services. They are available to you anyway... This is meant to come from inside.

Subject: NEOCOLONIALISM AND CAPITAL PUNISHMENT

1) Concerning plans and tactic of NATO in attacking Yugoslavia, you mightfind many interesting question. I'll try to pose one. During the first phase, NATO has attacked only static targets (factories,warehouses, radars for defence of towns, military and civil airports,fortresses, and AA Artillery). Due to "colateral damage" many civil objectswere destroyed as well. Five(!) days after the beginning NATO has started toattack the very target they claimed they intend to attack: serbian militaryforces at Kosovo. What's the difference when you compare situation at themoment with the one from five days ago? According to Russian militaryexperts NATO didn't have to much success in fighting Yugoslav AA Artilleryand Aircrafts (not more than 5 shoot down while we have confirmedinformation for at least ten NATO aircrafts - these are not officialinformation since they don't give any information about outcomes of NATO strikes; except about F-117 A ). But there have been ruining and damagingof:- many buildings- many other construction objects- many factories with complete technology- many kinds of different civic technology- radars and other parts of military technology... There was even talking about possible targeting bridges, railways, roads...NATO claims that it wants to destroy all the facilities of Serbia to evermake war. (It seems more that it wants to destroy all the facilities ofSerbians to ever live and earn normally: Car factory Zastava in Kragujevacwhich employs 38 000 thousands of workers was bombed during first attacks;now these people every night make a circle of their bodies around their factory .). Destroying the factories which produce reserves for army couldbe justified only if they plan to make war for long time , since at themoment Serbian army definitely has to have enough of it. Does NATO plan tomake a long war with serbian army? But remember, basically they wanted justto prevent humanitarian catastrophe, which can't be done by long war. So whyhave they destroyed all these objects and why they want to continue with it? I think that we should ask another question which might help us.What's gonna happen with Yugoslav economics after this Aggression? Definitely Yugoslavia will be destroyed and all those things (includingtechnology stuff) will have to be repaired and replaced. Who will give moneyfor that? Russians? China, India, Taiwan? No; but western companies (take alook at Bosnia and Republika Srpska). Even if they give you credits for freeor with a small rates, they definitely earn since you find yourself tied totheir technology, and economically completely dependent on them. How is itcalled? Yes, NEOCOLONIALISM!

2)And one more great thing in which NATO "helped" us. Capital punishment (ordeath penalty). It has recently been abolished from Yugoslav Constitutionand I find it as a one of the biggest successes of our hard fighting fordemocracy, constitutionalism and normal life values. Tonight, Minister ofJustice in Srebian Government, mister Dragoljub Jankovic proposed that itshould be introduced again while we have the State of War. I don't havereasons to doubt that it will be introduced in these circumstances (noindependent electronic media and press, civil society is almost completelyisolated and destroyed).

DO YOU KNOW WHAT DOES IT MEAN FOR US (AND EVEN FOR ALBANIANS) IN THIS COUNTRY? DO YOU KNOW THAT ONLY IN BELGRADE WE HAVE ALMOST 100 000 ALBANIAN CITIZENS? DOES ANYONE OF POLITICIANS REALLY CARES ABOUT THEISSUES CONCERNED WITH SECOND PART OF MY LETTER (HUMAN RIGHTS) OR THEY ONLY (OB)USE IT FOR THE ISSUES FROM THE FIRST PART OF IT?

I can't manage to reply to all emails and send all the info i have... Today,together with a friend of mine i watched how military police raided theskyscraper across my building.. A silly situation. Everybody was on theirbalconies, but when they saw the MP's they all went inside to hide...

---Tonight i spoke briefly with a friend of mine who's in Pristina. She has suffered a lot in the past, since she worked for Humanitarian Right Fund. From her words it is clear that the situation in Kosovo is extremely hard.Since 11 o'clock they are bombing Yugoslav military and police. I just sawon television that there is a lot of fire in the field, and who knows what else. Nothing good.... It seems to me that refugees from Pec were deliberately sent towards Montenegro. Montenegro still hasn't declared state of war, so it was neccessary for them to destabilize that region.---

I sometimes feel small and stupid. I don't know much about many things. ButMilosevic is there because of them, they are here because of him, Tudjman isthere because of Milosevic and so on. It's a circle. Simply put, we are positioned between two sides. One is Milosevic's regime, other is capitalist-expansionist politics of USA. Third side maybe fights for anAlbanian state in Kosovo - a poligon for new exploitation from Albanian elite. I van not choose a side in this conflict. I don't support neither one of them. I don't want to get killed in order to protect this pighouse inSerbia, i don't want to get killed for a united and free Europe. We were brought to absurdity. Our existence in absurd. As Maya (see Zaginflatch #16) has well put it, we are thinking about passports, open borders, normallife... I believe that i have a right on that and much more by birth andthat i shouldn't have to fight for those rights. My country is gone (Darkowas born in Zenica, Bosnia, translator). Streets which i liked no longerexist, and i don't believe in defence of virtual national states. Theproblem is that people who die aren't cyber but real people from flash andblood. To direct your hate towards an Albanian person or towards a NATOpilot doesn't solve anything. You can hurt an individual but not the system.They know that well. ... The only question is what's good, i.e. best for me.Since i want to live...---Today I took a ride with some people who were on their way to report to thearmy. They were speaking about some Bulgarians who were caught while placing radio locators. I feel that they are just ordinary smugglers, and thisatmosphere smells bad. Serbia is becoming even more radicalized.

SITUATION IN CROATIA and short analysis of what's going on Here are some more personal conclusions and analysis of situation inCroatia since NATo air strikes started.

The whole thing is still main newsin all media, and aproach is still (more or less) objecitve as much as mediacan be, without political or personal comments from journalists. That's whatyou get from a national tv station (HTV), but from other tv stations and newspapers too... And than you read some more about what was going on behindwaht you see on the news... Statment of the main news editor at HTV that wecould see in newspapers was this (more or less) - "we were euphoric,atmosphere was really good, but we managed to cover almost everything, wedid a good job." They were happy!!!??? After hearing something like that,you have to question everything you saw on a tv, but at the end, when youcompare it with what you see elsewhere, yes, it's objective. At least theydon't show their feelings while they report about current events.Interesting thing is that ruling party (HDZ), which is right wing, althoughthey call themselves "party of the centre", stated in all news and at allpress conferences how they are very concerned and worried cause of the airstrikes and development of the situation in Yugoslavia. Also, they acusedall euphoric reactions caused by bombings. They also call all sides to finda peaceful solution and sign a agrement. It was strange to listen somethinglike that coming from HDZ, becasue of their nationalist and militaristpolitics that we used to listen through all these years. It's nice change,but just for ears, not for current situation in Croatia - reasons for thiskind of statement are not in a big change in their politics, but in manyother reasons. First of all, Croatian air space was closed for the first twodays (all the airport got direct order from NATO to stop all the traffic) ofair atrikes, and after that just part of it is open again. Economic damagedone by that is big. Than, lots of tourists (tourism is one of the biggest money - making resources for Croatia, especially cause of the big and nicecoast) canceled their reservations for these holidays. Some got here andthat was a big news on a tv, although i supose that most of the touristsdeceided to cancel cause Ministry of tourism looks very worried. And it'snot just about current holidays, but big question is how it will look likethis summer - expected number is falling down every day, and it willconitinue so, as long as there is a war going on. So, we should look forreasons of all this in economic part and not elsewhere. Also, there's achance to see this conflict expanding into other countries. Croatia is maybenot the first one to be drawn into it, but it's somehwere on the "list". Idon't see that as a development of current situation, although, anything ispossible now - no one beleived that NATO will attack and it happened. Maybethe biggest danger of new conflicts is in Macedonia, but i still can't saywho can cause that and what would be the main reason for conflicts there...At the other hand, there is a huge number of NATO forces placed there nad idon't think that they would let something like that happen. Although, there were troops in Somalia too and that couldn't stop conflicts in that country. I don't want to be pessimistic, but situation doesn't look to bright at the moment. I still didn't manage to see first reactions of public or politicansin Croatia after these first attacks of second wave of NATO bombings, but idon't think that much have changed. According to some media analysis, 80 or90% of people in Croatia support NATO strikes and think that it will helpbring peace at Kosova. I'm not sure how offical these numbers are, but unfortunatly that might be true.

If i manage to find checked and good analysis, i'll> write about it. Zvonimir Boban (yes, a football player) stated (within a big interview that he gave for a daily newspapers) how "people shouldn't be happy cause someone else suffers" and that "he's really sorry cause of allthis happenig"... suprise, suprise... i hope that general situation will change in that direction...
