Mexico: The respect to the human rights is very important to the solution of
Oaxaca's conflict.
 
Amnesty International makes a call to the federal government to guarantee
that the federal police will respect the human rights of the demonstrators
and keep public order, including the security of any person around the
manifestation organized today in the city of Oaxaca by the Asambela Popular
del Pueblo de Oaxaca (APPO), as a response to the police operation of the 29
of October.
 
The use of force against the demonstrators and citizens of Oaxaca can only
be used as a final resource and must fulfill the strict  international
norms of proportionality and need according to the faced threat.
 
According to information we received, at least two demonstrators died during the
police operation of the 29 of October. One of them Alberto Jorge Lopez
Bernal, who apparently died due to the impact of a pepper gas bomb in the
stomach. Many other demonstrators where injured. Amnesty international makes
an urgent call to the federal authorities to make an independent research of
these incidents in order to settle whether the police forces acted according
to their legal obligations or not. In the same way, the authorities must
guarantee the complete respect to the physical integrity and correct
processing of at least 30 persons who where arrested.
 
The 27 of October, the journalist Bradley Roland Hill died due to gun shots
during a confrontation with people dressed as civilians including local
polices, according to the information. At least three more people have died in
similar situations while they were on the barricades of the APPO in
different parts of the city of Oaxaca. Amnesty International condemns such
actions and calls the authorities to make an impartial investigation and
bring the responsible to justice. An independent research must determine the
responsibility of the local authorities in the promotion or tolerance of
violence and human rights violations,
 
Amnesty International makes in the same way a call to the organizers of the
protests against the Governor of the state of Oaxaca to respect the state of
law and avoid the use of any protest method that could put in danger the
physical integrity of other demonstrators or passers-by.
