Would there be rules/laws in a anarchist world?
E.g. speed laws etc...

There would still be moral laws but when it comes to the laws that the police enforce, we'd probably keep them after we get rid of the police. We'd just make them to where they're not infringing on people's rights and livelihoods.

As in the fewer samples of direct democray, the laws and rules should be given by the assembly and the assembly itself will decide the punishment or there will be judges who should know the laws given by the assembly. There will be people who use his speeches to get personal issues and there will be people more involved with community. When there will be dangers for the assembly, the citizens will defend his society and this will go on if people is concerned and feels they are fighting for his own interests and higher values.

Tyrant is the person able to use his knowledge to get the power and finish the assembly. Since many centuries ago the direct democracy or even the representative democracy has been switching with the power of tyrant who is only involved with his own interest.
