1. Would this voluntary submission to government be a “one time deal”? i.e. can I opt out of “citizenship” at anytime?

When you say “someone could farm on the land of the private property of a community, but those in the community cannot since they choose to respect private property.”, do you mean that were some individual or group to claim some piece of land as their private property they would also be somehow bound not to enforce their claim to private ownership?
Quite honestly “panarchism”, as you describe it, doesn't seem to even qualify as an ideology - it doesn't seem to say anything.
